Default Is Ferrying still possible?

I have tried to get ferried from Kamadan to Consulate Docks (to get max armor).
The 3 people that have tried to get me there have not been able to.

1) Are they doing it wrong?
2) Have Anet closed the hole?
3) If anyone has done it recently pm me IGN = Teenie Meanie.

The person doing the ferrying must complete the first part of "the time is nigh" quest where you go to Kormir while she rallies the troups on the shoreline. After speaking with Kormir, it tells you to speak with an NPC in the consulate to get an audience with the leaders.

Only after you've completed this first part can you ferry others to Consulate Docks, and if you wish to do it more than the one time you must not accept the quest reward after cutscene, instead abandonning quest and reacquiring it.

I started the "time is nigh" quest, but my group failed to complete the quest. I left as soon after we returned to outpost, and now, i can't go back to the consulate to get to the dock and successfully complete the mission.

Is there any way for me to get back to the mission? Or, did they do away with that? Please help, because I would like to complete the mission and get the points for mission and bonus completion.
